1. Background
MIDROC Education and Training Institute (METI) was born out of deep concern and commitment to contribute to the improvement of educational provisions in the country by building on the policy and efforts of the government. The project was initiated by Sheikh Mohammed Hussein Al-Amoudi to contribute to the betterment of the quality of life for the present and future generations of Ethiopia by dedicating himself to participate in the endeavor of alleviating poverty and getting into the threshold of economic development through human development in support of the government’s effort for capacity building.
On August 25, 1999, Sheikh Mohammed gave a visionary instruction to the Training Director of MIDROC Ethiopia, for the study of a project on Investment in Education.
To facilitate the project study, an Advisory Committee on Investment in Education (ACIE), composed of very prominent university professors was established in late October 1999.
2. Philosophy of the Project
The philosophy behind the project, among others include:

An intention to do good, a desire to achieve a great deal and a commitment to undertake a noble act that envisages moral and inner satisfaction far beyond those visible and immediate gains; and

A commitment to pave the way for a better life by providing quality education that serves as a model and a pace setter, and that emanates from unstinting benevolence.

5. Specific Objectives of the Project

Establishing educational institutions of all levels, (KG – Higher education institution having different undergraduate and post graduate programs);

Establishing appropriate resource development and study centers with the state of the art educational facilities in the county; and
-
Invigorate basic and applied research
The proposed establishments of METI as a whole were estimated to cost Birr 200,000,000.00 on the basis of 2001 market price estimate.
MIDROC Education and Training Institute (METI) has undertaken rigorous tasks including final feasibility study, curriculum development, implementation of all engineering design works, pre-operational studies and the preparation of guidelines and procedure manuals.
Although the project was expected to be speeded, ensuing the dreams of Sheikh Mohammed H. Al-Amoudi, the Owner, various circumstances in the process of the acquisition of land have delayed its progress because of the immensity for the project and the regulation of foreign investment.
In the meantime, the project was revised to start a College of Science and Technology at Burayu town in the Oromiya Region, 15 kms from Addis Ababa. Schematic master plans and detailed designs of this college were completed at the end of October 2006.
The project Contract Agreement was then signed between the Oromiya Investment Commissioner and the Deputy General Manager of METI on February 15, 2007, and the land title deed certificate was finally transferred to METI.
Soon after the approval of design and construction permit was secured from Burayu Municipality in September 2007, the construction site was handed over to the Contractor, MIDROC Construction Ethiopia PLC., in September 2007 which immediately started the construction work.
Price escalation and the shortage of construction materials like cement, metals, etc. has strangled the progress of the construction work. Currently, at the end of 2008 excavation and earth work, concrete work and masonry work of the substructure of ten different purpose building are partially built and columns of most of them are raised with a cost of more than Birr 9 million, which includes taxes, land lease fees, etc.
The Project Office currently employs seven professionals including the Director. When fully operational, it is expected that the project would create job opportunities for about 1,231 permanent and more than 400 temporary employees.
